All around the globe: Implementation of 20 Central Project Evaluations for GIZ – and more to come!

Over the past months, Mainlevel’s evaluators have been commissioned with a variety of Central Project Evaluations (CPEs), which are aimed to assess projects carried out by the Gesellschaft für Internationale Zusammenarbeit (GIZ) on behalf of the Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ). CPEs are independently conducted by external evaluators in order to increase transparency and improve the basis for evidence-based decision-making processes as well as increase the credibility of evaluation results.

Central project evaluations are divided into two phases: an inception phase (i.e. preparation of an inception report on the methodological approach) and a data collection & evaluation phase (evaluation mission and preparation of a final report). To ensure the international comparability of GIZ’s evaluation products and to support the process of harmonizing evaluations between German bilateral development cooperation actors, GIZ applies the evaluation criteria for German bilateral development cooperation as standard for CPEs. They are based on six evaluation criteria agreed within the Development Assistance Committee (DAC) of the Organization for Economic Co-operation and Development (OECD): Relevance, Effectiveness, Efficiency, Impact, Sustainability, and most recently, Coherence.

Since February 2019, Mainlevel’s team has conducted a total of 20 central project evaluations, out of which 13 are currently ongoing in more than 20 countries:

AMERICAS

CPE on “Renewable Energies” in Bolivia
Sector: Renewable energies, energy efficiency
Period: March 2019 – October 2019
The project’s objectives were to expand grid-connected renewable energies as well as to increase energy efficiency in Bolivia.

CPE on “Sustainable Rural Economic Development II” in Colombia
Sector: Agriculture, sustainable economic development
Period: October 2019 – July 2020
The objective of the programme was to strengthen sustainable and inclusive rural economic development in selected sectors and regions.

CPE of the project “Supporting Sustainable and Inclusive Economic Development – PROINTCAME” in Colombia
Sector: Regional development and integration
Period: August 2020 – April 2021
The PROINTCAME project aimed to accelerate income growth and job creation by supporting producer associations of internally displaced persons and host communities in Colombia.

AFRICA

CPE on the “Programme to support the decentralization and fight against poverty” in Burundi
Sector: Poverty reduction
Period: January 2020 – December 2020
Following Burundian government’s Arusha Peace Process, the programme aimed to strengthen the resilience of local governments, support communal structures and improve local economies in 17 municipalities in the provinces of Gitega and Mwaro in Burundi.

CPE on “Decentralized Access to Energy” in Togo
Sector: Renewable energies, energy efficiency
Period: May 2020 – April 2021
The objective of the project is to improve preconditions for a decentralized and climate-friendly basic energy supply in Togolese energy sector.

CPE on “Digital Solutions for Sustainable development (DSSD)” in Ruanda
Sector: Trade, regional development and integration
Period: August 2020 – June 2021
The DSSD project aims to strengthen Ruanda’s capacities and systems to adopt a leading role in the implementation of SDG relevant smart solutions for Africa.

ASIA

CPE on “Pro-poor insurance markets” in Asia
Sector: Insurance, market regulation, business practices
Countries: Mongolia, Nepal, Philippines, Vietnam, Pakistan, Indonesia, Sri Lanka
Period: October 2018 – July 2019
The regional project focused on supporting political and regulatory framework conditions of pro-poor insurance markets in Asia, aiming to create networks and knowledge exchange between regulation authorities, as well as to establish a Public-Private Dialague mechanism in the region.

CPE on “Trade Facilitation in Central Asia (TFCA)”
Sector: Trade, regional development and integration
Countries: Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan
Period: February 2019 – August 2020
The project aimed in supporting trade-oriented companies in Central Asia in benefitting from cost-cutting measures for trade facilitation by implementing trade facilitation measures in different fields of action.

CPE on the “Programme professional Education and Training” in Central Asia
Sector: Food processing, education
Countries: Kyrgyzstan, Uzbekistan, Kazakhstan, Tajikistan
Period: April 2019 – February 2020
The goal of the project was to improve the technical vocational education and training (TVET) within the food processing industry in Central Asia.

CPE on “Green Energy Corridors” in India
Sector: Renewable energies, energy efficiency
Period: August 2020 – July 2021
The project is designing and developing a concise set of recommendations for decision makers and implementation agencies in India to assist them in achieving their targets of bringing in more RE electricity to the electricity network.

CPE on the “Support of Safety Retrofits and Environmental Upgrades in the Bangladeshi Ready-Made Garment (RMG) Sector” and “Promotion of Social and Environmental Standards in the Industry III” n Bangladesh
Sector: Textile and garment, environmental sustainability
Period: July 2020 – June 2021
The project aims to enable public, private and civil society actors to pursue a course of sustainable economic growth in the textile, garment and leather industries in Bangladesh.

CPE of the project “Improvement of labor and social standards in the Pakistani textile industry” in Pakistan
Sector: Textile and garment, labor protection
Period: September 2020 – August 2021
The project‘s objective targets the implementation of a more effective labor inspection system in the province of Punjab. The project works with the Labor & Human Resource Department and two selected district labor offices (for labor inspections) as well as with selected companies as implementing partners.

CPE of the project “Strengthening capacities for conflict-induced forced displacement” in the Philippines
Sector: Peacebuilding, conflict transformation, internal forced displacement
Period: August 2020 – March 2021
The programme aims to improve the response of regional and local government actors to situations of conflict induced displacement in home and host communities in Caraga, the Philippines.

CPE on the “Regional programme on integrative and climate sensitive use of land resources” in Central Asia
Sector: Environmental protection, resource conservation, land use, climate change
Period: November 2020 – September 2021
The regional programme focuses on integration of different forms of land use, such as pasture and forest management, and their economic valuation.

CPE of the project “Improving social services of community centers for refugees and host communities” in Turkey
Sector: Migration, humanitarian aid, social protection
Period: January 2021 – January 2022
The project aims to improve social services, including intercultural exchange, offered by community centers and local initiatives to refugees and the host community.

REGIONAL/GLOBAL

CPE on the “Global Alliance for Trade Facilitation”
Sector: Trade, regional development and integration
Countries: Morocco, Serbia, Montenegro, Indonesia, Kenya
Period: December 2019 – October 2020
Following a World Trade Organization’s agreement, the project aimed at trade facilitation by leveraging business expertise and working with partner countries and the private sector to implement reforms.

CPE of the project “Social Protection”
Sector: Social security
Countries: Germany, Malawi, Namibia, Indonesia and Cambodia
Period: May 2020 – March 2021
The project aims at designing and providing increased support for the establishment and expansion of systems for universal social protection via German development cooperation.

CPE of the project “Supporting sustainability aspects in the implementation of EU Economic Partnerships Agreements (NEW)
Sector: Trade, regional development and integration
Countries: Germany, Botswana, Barbados
Period: July 2020 – June 2021
Comprehensive trade agreements between the European Union (EU) and the African, Caribbean and Pacific (ACP) states aim to extend beyond the scope of traditional trade agreements by creating partnerships that implement trade to foster sustainable development and regional integration. The global project aims to provide development support in the implementation of the EU EPAs (Economic Partnership Agreements).

CPE of the project “Skills for Reintegration”

Countries: Germany, Global (pilot measures in The Gambia, Niger, Mexico and Kyrgyzstan)
Period: July 2020 – July 2021
The project supports migrants and displaced people in making the decision to return to their home country voluntarily and reintegrate into society there.

CPE on the “Global Initiative on Disaster Risk Management II (GIDRM II)”
Sector: Public investment, humanitarian aid, disaster risk management (cross-sectoral)
Countries: Mexico, Philippines, Chile, Dominican Republic, Thailand
Period: October 2020 – June 2021
The Global Initiative aims to support international and national, public and private actors to strive for better coherence in Disaster Risk Management planning, implementation and reporting at the interface of the Sendai Framework, Paris Agreement.

CPE on “Global Business Network”
Sector: Sustainable economic development
Countries: Global
Period: November 2020 – August 2021
The project promotes responsible involvement of local and German/European companies in selected countries in Africa and Asia.
